In a separate tweet, Xbox Preview Program Manager Brad Rossetti shared that the update was optional for now, though you can download it right now by going into Settings > System > Updates. It’s not clear why Microsoft isn’t pushing this update to everyone for now, but thechangelogmentions some know issues for Narrator, Avatars on Home and Xbox Live Tournaments.

Xbox One Insiders – Thanks for all your testing and bug reporting. We shipped 1711 globally to all consoles this am at 8.00am as optional to download. Keep reporting issues as we are all still working!
